The “buy-in,” as the idea is known, is intended to help 6.5 million Americans who lack health insurance or purchase expensive policies on their own. They are in an age group in which medical problems become more common and coverage is particularly expensive.

But how many of those people could afford to sign up — and how many would prefer the option over other avenues to insurance that lawmakers are contemplating — hinge on critical details that even the senators embracing the idea have not resolved. The team of senators that proposed the Medicare expansion is declining to disclose the proposal’s fine print until congressional budget analysts examine the impact for patients and the federal budget.

The leader, identified as Ondo Perez, allegedly heads a criminal gang called the Perez Group and is wanted for the murder of a resident of the town.

Senior Superintendent Nestor Fajura, operations chief of the Philippine police in the region, told ABS-CBN television that Mr. Perez and his group took the hostages to prevent his arrest.

Also among the hostages were a teacher and two employees of a logging company Major Cabangbang said. Police have not yet established the identity or the condition of the remaining 57 hostages, he said.

Major Cabangbang said negotiators have been dispatched to the village to try to convince the men to surrender. “The situation remains fluid at this point,” he said by telephone from Mindanao.

Superintendent Fajura, the police official, said on national television that the abductors are demanding the withdrawal of the murder charge against Mr. Perez and a halt to police and military operations against the group.

Superintendent Fajura said they also demanded the presence of journalists during the negotiations. “We will try to work out the release of the other hostages,” he said.

Major Cabangbang said the military has sent reinforcements and a crisis management team to the town, about 500 miles south of Manila.

Earlier, police officials in Manila told reporters that shots had been fired near the scene of the abductions.

The hostage drama follows the recent massacre in Maguindanao Province, also in Mindanao, of 57 people — most of them journalists and media workers — by militiamen allegedly under the command of Andal Ampatuan Jr., a scion of Maguindanao’s most influential family.

President Gloria Macapagal Arroyo, under pressure to resolve the case because the Ampatuans are her political allies, placed Maguindanao under martial law.

As in the Maguindanao case, where the killers have been identified by witnesses as militiamen, Mr. Perez is a former member of a paramilitary group that the military armed and trained to help in counter-insurgency operations, police officials said.

Local militias have often been accused of criminality and human rights violations.

BAGHDAD (AP) – A series of coordinated attacks struck Baghdad Tuesday, including three car bombs that blew up near government sites. At least 103 were killed and 197 wounded in the worst wave of violence in the capital in more than a month, authorities said.

A total of four attacks, which also included a suicide car bomb on a police patrol, showed the ability of insurgents to strike high-profile targets in the heart of Baghdad and marked the third time since August that government buildings were targeted with multiple blasts that brought massive bloodshed.

The bombings reinforced concerns about shortcomings in Iraqi security as U.S. forces plan their withdrawal. The U.S. military has sent some troops and forensic equipment to assist the Iraqis in the aftermath, said Army Master Sgt. Nicholas Conner, a military spokesman.

Overall violence has dropped sharply around Iraq in the past year, though insurgents have stepped up attacks at government sites in recent months. The bombings marked the most serious spate of violence in Baghdad since twin car bombs on Oct. 25 struck outside Baghdad administration offices, killing at least 155. In August, suicide bombers hit the finance and foreign ministries, killing more than 100.

Iraqi officials blamed the October attacks on loyalists to Saddam Hussein’s banned Baathist Party – even bringing out three suspects on national television who gave what officials termed confessions.

But there are questions whether leaders are trying to shift attention away from a possible resurgence of Sunni insurgents led by al-Qaida in Iraq. A rise in insurgent power could be a serious blow to the government’s credibility before national elections, which were set Tuesday for March 6 – a more than seven-week delay from the original mid-January date because of political bickering on the voting rules.

Security forces worry the lead-up to the election date could bring an escalation in attacks seeking to discredit the pro-Western government of Prime Minister Nouri al-Maliki.

Record Number Of Shoppers Expected For Cyber Monday

NEW YORK (Dow Jones)–Nearly 100 million shoppers are projected to hit the web on Monday to seek out heavily discounted merchandise as retailers continue their efforts to build holiday momentum.

Raul Vazquez, chief executive of Walmart.com, the online unit of Wal-Mart Stores Inc. (WMT), expects a solid Cyber Monday and heavier traffic on days closer to Christmas.

Walmart.com, which is making a huge push this year, and Amazon.com Inc. (AMZN), the biggest online retailer by revenue, have been cited among those seeing some of the heaviest volume heading into Cyber Monday.

As they are doing in brick-and-mortar stores “customers will be very practical,” as they shop online, said Michelle Kane, spokeswoman for online comparison shopping site PriceGrabber.com. “We’ve already been seeing so many people shopping for deep discounts,” with favorite items including low priced kitchen appliances and toys.

“Online retailers have been working overtime to make sure their Cyber Monday promotions are enticing,” recognizing stepped up competition for customers who are still pretty cash strapped, said Scott Silverman, executive director of Shop.org, a unit of the National Retail Federation.

Heading into Cyber Monday, consumers spent $595 million online during Black Friday, an 11% increase from a year ago, according to web tracker ComScore.

Momentum appears to have been building, with online holiday spending through the first 27 days of November at $10.57 billion, up 3% from the same period last year, ComScore said.

The Black Friday weekend got off to a mixed start for retailers, with the National Retail Federation saying that 195 million consumers visited stores and online retail sites from Thursday through Sunday, compared with 172 million over the same period last year.

Average spending this year was $343.31, down from $372.57, the NRF said.

The dynamic placed sales for the Thanksgiving weekend at $41.2 billion, just about the same as the $41 billion they spent over the same period in 2008. More shoppers bought less and when they did make purchases they focused on low-cost items.

The National Retail Federation expects holiday sales to fall 1% to $437 billion this year compared with 2008, as 84% of consumers plan to spend less this season.

Lawmaker Calls for Review of Secret Service After Party Crashing Incident

WASHINGTON — A New York lawmaker says he wants a review of the Secret Service after a Virginia couple was able to get into Tuesday’s White House state dinner uninvited.

Democratic Rep. Edolphus Towns says the party crashing “compromised the safety and security of the president” and undermined the nation’s confidence in the agency.

The couple was photographed up close with President Barack Obama, shaking hands and speaking with him at the function.

Towns has asked for a briefing on the matter next week.

The Secret Service says it was “deeply concerned and embarrassed” that Michaele and Tareq Salahi were able to get in without an invite. The agency has acknowledged its officers never checked whether the two were on the guest list before letting them in.
